Ohio Third Frontier Energy Cluster RFPs Released

The Ohio Department of Development (ODOD) recently issued the FY2011 Request for Proposals (RFPs) for the Ohio Third Frontier Cluster Development Programs. ODOD anticipates awarding up to $21 million in grants through FY2011 for the Cluster Development Programs listed below. Awards will be up to $1 million, with additional funding for capital expenses.

Letters of intent to file a full proposal are due by 2:00 p.m. ET on September 10, 2010.

A Bidder’s Conference will be held for prospective respondents to the RFPs, at which the ODOD staff will present information on the RFPs, the requirements, and the evaluation process that will be used to determine awardees. Attendance at the Bidder’s Conference is encouraged, but not mandatory. The conference will be held at 10:30 a.m., August 19, 2010, at TechColumbus, 1275 Kinnear Road, Columbus, Ohio.

NorTech releases Brief on the Performance of Northeast Ohio’s High-Tech Economy

NorTech today released its annual Northeast Ohio High-Tech Economy Brief, which analyzes performance of the region’s technology economy. The Brief also compares Northeast Ohio to the remainder of Ohio, the Midwest and the U.S. from the perspective of employment, output, productivity and average wages in high-tech industries in 2008.

The Northeast Ohio High-Tech Economy Brief sites that high-tech industries are adding jobs to the economy with a higher annual average wage than non high-tech industries. The jobs include both technology and non-technology workers. However a majority of the jobs are in non-technology oriented occupations, which demonstrates that growth in high-tech industries benefits all sectors of the region’s workforce.

“The data reinforce the importance of Northeast Ohio’s technology industries to our region’s economy and its workforce,” said Rebecca O. Bagley, president and CEO of NorTech. She continued, “It also shows that Northeast Ohio is continuing to transition to a more diversified economy driven by growth in our high-tech industries. However, this type of transition takes time. As our economy begins to recover from the recent recession, now is the time for the public and private sectors to accelerate investments to keep momentum moving forward.”

Specifically the Brief indicates:

Northeast Ohio’s high-tech industries benefit all sectors of region’s workforce
A major finding of the analysis confirms that growth in high-tech industries benefits all sectors of the region’s workforce and is not limited to occupations with technical degrees. 3 out of 4 jobs in Northeast Ohio’s high-tech industries are in non high-tech occupations.

Northeast Ohio’s high-tech employment grows despite decline in non high-tech industries
From 2007 to 2008, employment in Northeast Ohio’s high-tech industries grew by 1.8% or 3,025 jobs, despite the decline in employment in non high-tech industries. In fact, Northeast Ohio’s high-tech employment growth surpassed the remainder of Ohio and the Midwest.

Average wage in high-tech industries is nearly double the average wage in non high-tech industries
The average wage in Northeast Ohio’s high-tech industries was 93% higher than the average wage in non high-tech industries - $71,864 compared to $37,246.

Growth trend in Northeast Ohio’s academic research expenditures continues
In 2008, Northeast Ohio colleges and universities reported $493 million in research expenditures. From 2000-2008, Northeast Ohio’s academic research expenditures posted a 50% growth rate, outpacing the remainder of Ohio, the Midwest and the US.

“Northeast Ohio’s economy is continuing to add jobs in high-tech industries while jobs in non high-tech industries are declining,” said Ziona Austrian, Ph.D., director of the Center for Economic Development at Cleveland State University’s Levin College of Urban Affairs. She continued, “Sustaining long-term high-tech industry growth is important to creating jobs, and attracting capital, companies and talent so Northeast Ohio can be globally competitive.”

The annual Northeast Ohio High Tech Economy Brief summarizes the key findings from the full Report, commissioned by NorTech and prepared by the Center for Economic Development at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs. The Cleveland State research team used a definition of high-tech industries and occupations developed by Daniel Hecker, an economist at the U.S. Bureau of Labor Statistics. This definition was used to study Northeast Ohio’s 21-county area consisting of six metropolitan regions (Cleveland-Elyria-Mentor, Akron, Canton-Massillon, Mansfield, Sandusky, and Youngstown-Warren-Boardman) and eight non-metropolitan counties.

To enable companies to work together to assure a sustainable, skilled workforce for polymer companies.
Sub-objectives include:

• Establish training to maintain and improve skills of incumbent workers.
• Assist educational entities (K-12, training organizations, and two-year and four-year colleges) in attracting students to polymer-specific courses and degrees.
• Improve the image of the polymer industry and inform students, parents, and the public of the challenging, well-paid careers in Ohio’s polymer companies.

Information Technology Jobs and Workers in Demand in Northeast Ohio

The Northeast Ohio Information Technology (IT) Workforce Initiative, led by NorTech, today released a report that analyzes the region’s demand and supply of IT professionals in Northeast Ohio. While previous research had indicated a reduction in demand for IT workers, this study suggests employers have a renewed and growing demand for IT professionals and skilled workers across the region.

The Northeast Ohio Information Technology Workforce Report” was commissioned by NorTech, Northeast Ohio’s leading technology-based economic development organization, and prepared and conducted by the Public Services Institute at Lorain County Community College, the Center for Public Management at the Maxine Goodman Levin College of Urban Affairs at Cleveland State University, and Cypress Research Group. Other members in the Northeast Ohio IT Workforce Initiative include: Cuyahoga County Workforce Investment Board, Northeast Ohio Research Consortium of the Ohio Urban University Program, Northeast Ohio Council on Higher Education (NOCHE), Northeast Ohio Software Association (NEOSA), and Team NEO.

The report highlights nine major findings, based on national/local IT talent development trend analysis, employer surveys/interviews, and focus groups with IT graduates and higher education institutions. Below is a summary of the key findings:

The Information Technology (IT) Workforce is Sizable - There are an estimated 96,000 IT professionals employed in Northeast Ohio and survey data estimates that at any given time, half of all employers with more than 25 workers are seeking to fill at least one IT position.

Employers Needs are Clear - The greatest demand for IT workers in 2006 and 2007 were for Business Application Specialists, Programmers, Software Engineers/Architects, and Web Developers.

Demand Out Paces Supply – The system of higher education is not producing enough graduates to keep pace with the employer demand for professional workers.

Work Experience is Paramount – According to IT graduates, experience equals employment. Recent graduates were frustrated with the amount of work experience required by employers for specific jobs yet only about 20% of employers offered at least one form of work-based learning experience (e.g., internships) in 2006.

Soft Skills Dominate – Communications skills, project management skills, ability to apply IT applications to the business setting, and willingness to adapt/keep pace with change were among the primary skill demands described by employers during in-depth interviews.

Most IT Jobs Require a Bachelor’s Degree: (65% of all job openings in 2007)

Use of Non-Permanent Workers is Common – Nationally, the use of non-permanent workers (like temporary workers or consultants) has increased steadily since 2001. The same is true of Northeast Ohio.

IT Graduates Are Not Connected to Jobs – Most often, employers recruit workers from other companies in Northeast Ohio and do not recruit individuals directly from school. This finding is also substantiated by the amount of churn or turnover that exists in Northeast Ohio for IT positions. In 2006, 42% of employers used consultants to fulfill IT work requirements.

Connections Between Employers & Educators Are Needed – Overall investment in training and development of IT workers is low in Northeast Ohio and few employers partner with education and training providers.

In addition to supporting an analysis of supply and demand, the IT Workforce Initiative will work with other stakeholder organizations to develop a roadmap or action plan based on strategic priorities outlined in the report. Some of those priories include: more work-based learning experience for IT students; better alignment of employer’s technical and soft skill needs with IT academic programs; more entrepreneurial IT course work; better connections between IT graduates and available jobs; and greater connections between the private sector and Northeast Ohio’s system of higher education for incumbent worker training. The roadmap will build upon existing regional strengths and outline the steps necessary to fill some of the identified gaps and create a world class IT workforce for the region.

“The recent research and analysis has improved our understanding of the talent related factors that contribute to the region’s ability to build a strong and vibrant Information Technology industry cluster. It’s important for industry and academia to work together to solve these complex workforce issues so our region can be remain globally competitive,” said Dr. Roy Church, President of Lorain County Community College and Chair of the IT Workforce Initiative.

“We were and still are concerned that high tech talent may be a growth limiting factor in Northeast Ohio’s high tech economy and that’s why the IT roadmap is critical to resolving the talent shortage for the region’s IT industry. However, IT is not the only industry in Ohio experiencing talent shortages–there are number of groups and organization in the region working on talent attraction, retention and development strategies for those industries. The key to success will be working together strategically and tactically on these issues,” Dorothy Baunach, President and CEO of NorTech.

Dorothy Baunach receives Richard A. Shatten Professional Leadership Award

On Wednesday March 5, 2008 Dorothy C. Baunach, president and CEO of NorTech, received the Richard A. Shatten Professional Leadership award during the Greater Cleveland Partnership’s annual meeting. Dorothy’s extensive career as a technology-based economic development professional in Northeast Ohio, encompassing work her early work in the 80’s in Cleveland’s biotech cluster, to her role at Cleveland Tomorrow, and then her efforts since 2004 as the head of NorTech, led to her nomination for this year’s award.

The GCP started the Richard A. Shatten award in 2007. The annual leadership award recognizes professional individuals who exhibit the same traits and passion for moving the region forward through public-private partnerships. Recipients reflect Richard’s spirit through their work to enhance Cleveland’s physical and human capital in imaginative ways.  These endeavors are sure to carry their own legacies for years to come.

Team NEO: Higher Paying Jobs are Growing in Northeast Ohio

Team Northeast Ohio (Team NEO) released its latest quarterly Economic Review today. This quarter’s report provides an update on the 16-county Northeast Ohio regional economy and an in depth analysis of the region’s occupations that are growing and the effect the region’s mix of jobs has on the standard of living in Northeast Ohio.

Every issue of Team NEO’s quarterly Northeast Ohio Economic Review provides updates of basic economic indicators for the 16-county economy including: current estimates of the region’s annual growth rate, as defined by Gross Regional Product (GRP), and up-to-date information regarding Northeast Ohio’s total employment and unemployment rate.  This quarterly report indicates the following:

  • Northeast Ohio’s economy is still on track for the 6th consecutive year of growth
    • Gross regional output has grown in 14 of the past 15 years
    • 2007 growth estimated at .7%
    • Northeast Ohio’s economic output is up 31% from 15 years ago, an average annual growth rate of 2%
  • Northeast Ohio’s total employment on track to be highest since 2002
    • Assuming Q4 2007 total employment change is within the “normal” range of the past five years, the full year of 2007 will outpace 2006 as the highest average annual employment since 2002
  • Northeast Ohio unemployment rate decreases, while U.S. rate is on the rise
    • In Q3 2007 the gap closed slightly as Northeast Ohio’s unemployment rate decreased by .05% and the U.S. rate increased by .23%

Each issue of Team NEO’s Quarterly Northeast Ohio Economic Review also includes a feature section for an in-depth review of an aspect of the regional economy.  The most recently published report explores the trends among occupational changes in the Northeast Ohio economy.  The report indicates:

  • Higher-paying jobs are growing faster in the Cleveland Plus region
    • Occupations above average pay ($37,800) are growing faster, up more than 10% since 1992, while below average wage jobs are up less than 6%.
    • While the production worker occupation has declined, it is noted that the average wage for this occupation ($33,000) is less than the average for all occupations ($37,800).
    • Since 1992, we have added 128,000 jobs to the region.
  • Northeast Ohio’s cost of living is more than 10% lower than the national average
    • Higher reported per capita incomes on the East and West coasts do not make up for their higher living costs.
    • When the per capita personal income is adjusted for the cost of living, the four Cleveland Plus metros still fare better than such cities as New York, Orlando, Phoenix, San Francisco and Seattle.

This Quarterly Regional Economic Review also features highlights of 2007 economic development activity.  This is Team NEO’s fourth installment of the report.  The regional economic development organization began publishing the report in March 2007 to provide a holistic picture of Northeast Ohio’s economy.  It is the only regular source of collective economic data for the 16-county region.  It is published quarterly.  This edition is possible with the generous assistance of Charter One Foundation.

TechLift Adds One to Team

TechLift, a NorTech-led collaborative of the Third Frontier Project’s Entrepreneurial Signature Program dedicated to serving the needs of Northeast Ohio’s technology entrepreneurial companies, today announced the addition of a new member to their team.

Chuck Birchall, will serve as an Entrepreneur-in-Residence (EIR) with a specialization in information and communication technologies and will provide mentoring support to entrepreneurs and start up companies in the IT and software industry.

“I’m excited to become a part of the TechLift team, using my background in technology, business, finance and management to help aspiring entrepreneurs grow their businesses and improve the region’s economy,” said Birchall.

Chuck becomes a member of the TechLift Team with nearly 20 years of executive, marketing and sales experience. Most recently, he was the CFO of eBlueprint, and played a vital role in its acquisition by the largest blueprinter in the world. Prior to eBlueprint, Chuck ran his own business consulting firm for five years, assisting clients in healthcare and information technology formulate business plans and presentations, raise venture capital, optimize infrastructure and compensation, make appropriate staffing decisions and connect with outside resources. He founded and was the president of AxioMed Spine Corporation where he raised more than $3 million in Series A round venture capital. Chuck designed and managed a number of licensing and royalty agreements that AxioMed made with industry leaders, including Medtronic. 

In the 1990s, Chuck held a variety of marketing, product management and executive positions at AcroMed Corporation, which developed and sold spinal implants. During his tenure at AcroMed, the company sold to DePuy, Inc. for $325 million in cash. Chuck graduated from Kent State University in 1988 with a Bachelors Degree in Business Administration and Masters in Business Administration.  He also is named as the co-inventor on four patents.      

TechLift is focused on supporting, coaching and nurturing Northeast Ohio entrepreneurs in the region’s five technology strengths: advanced materials, electronics, information technology, biosciences and advanced energy. A number of direct services are delivered through Signature Entrepreneurs-in-Residence, who are entrepreneurs and industry experts in those signature technology areas.

Services provided by TechLift include: capital formation and fundraising, strategy and business planning, coaching, connections to partners and customers, grant funding assistance, talent and staffing assistance, the EDGE Minority Entrepreneurship Program, and Entrepreneurial Experts of NEOinc regional incubators. All services are provided to technology entrepreneurs free of charge.
